L'AFD a débuté ses opérations en Indonésie en 2007 avec un mandat centré sur la lutte contre le changement climatique. Depuis, elle a mobilisé plus de 2,7 milliards d'euros de financement en Indonésie, visant à contribuer à la réalisation des Objectifs de Développement Durable (ODD) et à préserver les biens communs

Quel sera votre rôle ?

L'AFD recherche un Chargé de Projet capable de développer des activités dans le domaine de la Finance Durable en Indonésie.

L'AFD soutient la Finance Durable en Indonésie à travers différentes approches et outils financiers, tels que des subventions et une assistance technique, des lignes de crédit aux banques publiques, des prêts directs aux entreprises d'État, des prêts souverains au gouvernement pour des programmes de réformes. L'AFD travaille avec les institutions financières indonésiennes et le secteur bancaire afin de promouvoir les investissements verts et la finance durable. Certaines opérations cofinancées avec d'autres bailleurs de fonds et avec le soutien de l'Union européenne. L'accompagnement au développement de la finance durable sera un axe majeur de notre activité pour les prochaines années en Indonésie.

MISSIONS PRINCIPALES
Assurer l'identification des projets, l'élaboration et le suivi du portefeuille d'opérations dans tout ou partie des secteurs d'intervention de l'agence.

ACTIVITÉ
1. Piloter la gestion opérationnelle du portefeuille de projets et l'identification de nouvelles opérations

• Prospecter et identifier les opérations pertinentes au sein du secteur dédié ;
• Participer à l'instruction, l'évaluation et la formalisation des projets ;
• Suivre l'exécution des projets et les processus de passation des marchés publics ; contrôler la bonne exécution technique et financière des projets ;
• Organiser et soutenir les missions de supervision de l'agence ou du siège social ;
• Assurer la tenue des dossiers juridiques relatifs aux projets concernés (conventions de financement, avenants, etc.).

2. Assurer le suivi des sujets transversaux

• Assurer une veille sectorielle sur le secteur et les institutions financières en Indonésie ;
• Contribuer à la réflexion sur la stratégie pays et la stratégie sectorielle ;
• Participer à la communication de l'AFD sur le secteur, en lien avec la direction régionale à Bangkok.

3. Représenter l'AFD dans les relations extérieures

• Etablir et entretenir des contacts avec les partenaires locaux de l'agence ;
• Représenter l'AFD dans les réunions et événements avec les autorités nationales et autres partenaires

Qui recherchons-nous ?

Profil:

• Diplômes : Master en finance ou banque, avec une expérience professionnelle d'au moins cinq ans.
• Capacité à comprendre la situation financière d'une entreprise d'État ou d'une banque et à identifier les domaines de développement commercial
• Capacité à dialoguer avec les parties prenantes du secteur bancaire et financier (Ministères et autres internationaux).
• Autonomie et envie de travailler au sein d'une institution publique française et d'une petite équipe multiculturelle à Jakarta,
• Solides compétences en communication écrite et orale en anglais. Le français est un atout.

Conditions d'emploi:

• Lieu : Jakarta.
• Contrat : contrat local à durée indéterminée par l'intermédiaire d'un sous-traitant
• Jours ouvrables : 5 jours par semaine
• Date de début prévue : octobre 2021
• Rémunération : négociable, en fonction du niveau d'études, de l'expérience et des compétences du candidat.

What will your role be ?

AFD is looking for a Project Officer able to develop activities in the area of Sustainable Finance in Indonesia.

AFD supports Sustainable Finance in Indonesia through different approaches and financial tools, such as grants and technical assistance, credit lines to public banks, direct loans to States Owned Enterprise, Sovereign loan the Government for programs of reforms. AFD works with the indonesian financial institutions and the banking sector in order to promote green investments and sustainable finance. Some operations cofinanced with other donors and with the support of European Union. The support for development of sustainable finance will be a major axe of our activity for the next years in Indonesia.

MAIN MISSIONS
Ensure the identification of projects, the development and the monitoring of the portfolio of operations in all or part of the intervention sectors of the agency.

ACTIVITY
Pilot the operational management of the project portfolio and the identification of new operations
Prospecting and identifying relevant operations within the dedicated sector;
Participate in the instruction, evaluation and formalization of projects;
Monitor the execution of projects and public procurement processes; monitor the proper technical and financial execution of projects;
Organize and support the supervision missions of the agency or head office;
Ensure the keeping of legal files relating to the projects concerned (financing agreements, amendments, etc.).

Ensure the follow-up of cross-cutting subjects

Ensure a sectoral watch on the financial sector and institutions in Indonesia;
Contribute to the reflection on the country strategy and the sector strategy;
Participate in AFD's communication on the sector, in conjunction with the regional management in Bangkok.

Represent AFD in external relations

Establish and maintain contacts with the local partners of the agency;
Represent AFD in meetings and events with national authorities and other partners.

Who are we looking for?

Profile:
Qualifications: Master's degree in finance or banking, with at least five years’ professional experience.
Capacity to understand the financial situation of a State Owned Enterprise or Bank and to identify area of business development
Ability to dialogue with stakeholders of the Banking and financial sector (Ministries, SOE’s and SOB’s, other international).
Autonomy and desire to work within an French public institution and a small multicultural team in Jakarta,
Strong written and oral communication skills in English. French is an asset.

Conditions of employment:
Location: Jakarta.
Contract: local contract of indefinite duration through Outsourcing firm
Working days: 5 days per week
Expecting starting date: October 2021
Remuneration: negotiable, depending on the level of education, experience and skills of the candidate.
