Summary:The work schedule for this position is:
Start date: Candidate must be able to begin working within a reasonable period of time (one month) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Official travel would likely about 10% to conduct site visits.
The Program Management Specialist will manage cooperative agreements and budgets. The position reports directly to the Deputy Country Director and supports day-to-day management of administrative, financial, and program coordination functions for a broad range of agency-funded activities. The work portfolio includes partner oversight, finance, procurement, information management, travel approval, and logistics. The incumbent coordinates the formulation and administration of the agency’s annual program budget, including budget projections, planning, tracking and reporting.
Partners to which the incumbent will provide technical assistance or managerial oversight include the MOH, other ministries within the government of Indonesia (GOI), local and international NGOs, multilateral organizations, and private sector partners. The incumbent will collaborate with partners and participate in regular meetings and communications to ensure that cooperative agreement funding and activities align with CDC priorities, expenditures are in accordance with applicable regulation and policy, and reports and deliverables are submitted on time.
EXPERIENCE: This position requires a total of 5 years of progressively responsible administrative management experience in public health, finance, or at an international development organization.
JOB KNOWLEDGE:
Advanced working knowledge of overall USG administrative requirements in development and support of grants, contracts, memoranda of understanding, and cooperative agreements is required. Advanced working knowledge of basic accounting and budget management is required. Good working knowledge of US Embassy procedures and systems is strongly preferred.
Master’s Degree [Master of Public Health (MPH), Master of Science Public Health (MSHP)] or host country equivalent of a Master’s degree in Public Health, Accountancy, Business Management, and Finance. Master’s Degree [Master of Public Health (MPH), Master of Science Public Health (MSHP)] or host country equivalent of a Master’s degree in Public Health, Accountancy, Business Management, and Finance.
Evaluations:LANGUAGE: Fluency in English and Bahasa Indonesia (speaking, reading, writing) is required. (You will be tested).
SKILLS AND ABILITIES
Ability to plan and execute budgets to meet program needs is required. Ingenuity, innovation, and critical thinking are required to conduct situational analysis, identify problems, and develop realistic solutions. Strong organizational skills are required to operate independently with limited direct supervision of day-to-day activities.
Excellent inter-personal skills are required to provide guidance and leadership in a multi-cultural environment. Excellent oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international implementing partners and to prepare reports. Ability to persuade others is required to influence cooperative agreement partners to adopt appropriate management practices and budget policies.
Advanced skill level is required for Microsoft Office 365 (Word, Excel, Outlook, PowerPoint), with emphasis on the ability to develop and manipulate spreadsheets. Ability to quickly learn and adapt to new software, databases, and websites is required.
