Summary:

The work schedule for this position is: Full Time (40 hours per week).


Start date: Candidate must be able to begin working within a reasonable period of time (+4 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

Incumbent serves as the U.S. Mission to ASEAN’s subject matter expert on energy, transportation, infrastructure, and digital economy including cybersecurity, and to a lesser degree trade, investment, and finance as it relates to ASEAN. The incumbent conducts research on ASEAN policies and initiatives; tracks economic engagement with ASEAN by nonmember states; and monitors macroeconomic developments throughout Southeast Asia. The incumbent provides advice and support to the USASEAN’s Economic Officer and to the Director of U.S.-ASEAN Connect, and supports implementation of U.S.-ASEAN Connect Programs. The Incumbent is charged with regular reporting and research duties and maintaining excellent relations with the ASEAN Secretariat and other outside contacts, particularly within the U.S. private sector, and with counterparts in the Economic sections of all ASEAN Member States and Dialogue Partner Missions in Jakarta.


Qualifications and Evaluations

Requirements:

EXPERIENCE: A minimum of five years of general or project management experience in an economic think tank, international organization, NGO, government agency or corporation.


JOB KNOWLEDGE: Strong comfort level with general economic and business concepts and practices, including, micro and macroeconomics, trade, tariff and non-tariff barriers, investment and finance; e-commerce; regulatory barriers to economic growth, ASEAN economic integration through the ASEAN Economic Community, etc. Should have a working knowledge of the history of ASEAN; organizational developments in the region; major business and economic trends in the region; knowledge of ASEAN countries beyond Indonesia; understanding of ASEAN's institutions and organizational structure.

Education Requirements:

Bachelor’s degree in economics, finance, or other business-related degree required.

Evaluations:

LANGUAGES (these may be tested): Native fluency in English is required (minimum Level IV English). Must be able to write and speak in English
without significant editing by native English speakers. Level IV Bahasa Indonesia.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Bi-Mission in Indonesia and ASEAN, Jakarta, may receive a compensation package that may include health, separation, and other benefits.


For EFMs, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.

COVID-19 Requirements for Eligible Family Members

As required by Executive Order 14043, Eligible Family Members who will be employed on a Family Member Appointment (FMA) or a Temporary Appointment (TEMP) are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Eligible Family Members who will be employed on a Personal Services Agreement and compensated under the USG pay plan will be required to attest to their vaccination status using the Vaccine Attestation Form. If you are not fully vaccinated or decline to provide this information, you will be required to demonstrate proof of a negative COVID-19 test completed within 72 hours of entry to a Mission facility and comply with enhanced COVID-19 mitigation protocols.
