Context:
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM
missions in the world working on a wide range of activities in partnership with the Government of
Indonesia, civil society, private sector actors, migrants, and communities. In its migrant
assistance programming, IOM contributes to the protection of vulnerable groups of displaced
persons, including refugees, asylum seekers, victims of trafficking, unaccompanied migrant
children (UMCs), pregnant women, and the elderly, among others. Through the mission’s
largest project, the Regional Cooperation Agreement (RCA), IOM Indonesia provides
humanitarian support to approximately 7,500 refugees through the provision of basic needs,
health, MHPSS (Mental Health and Psychosocial Support), protection, education, resettlement
and AVRR (Assisted Voluntary Return and Reintegration) services.
IOM Indonesia through Migration Assistance Unit aims to improve the quality of care for
refugees and asylum seekers referred to IOM by the Government of Indonesia according to
applicable international humanitarian and human rights standards. IOM also contributes to the
increased protection of vulnerable subgroups of displaced persons, such as UMCs, victims of
sexual and Gender-Based Violence (GBV), pregnant women, and the elderly, among others,
through the establishment of referral mechanisms involving the active participation of
specialized state and non-state service providers.
Under the overall supervision of the Chief of Mission (CoM) and under the direct supervision of
the Senior Programme Coordinator, the successful candidate will assist with the development
and coordination of activities under IOM Indonesia’s migrant assistance programming, with a
focus on activities developed and implemented as part of the RCA programme.
Core Functions / Responsibilities:
1. Support the Senior Programme Coordinator in monitoring migrant assistance programme
operations as well as financial and administrative elements.
2. Contribute to the implementation of RCA programme strategy; support the Migrant Health,
Resilience/Stabilization and MHPSS/Protection thematic focal points in the development and
coordination of specific initiatives that contribute to the achievement of strategic objectives.
3. Research opportunities that enhance service delivery through programme-wide initiatives;
recommend solutions to gap areas and work in close conjunction with programme and
Sub-Office managers to coordinate their implementation.
4. Support the organization and roll-out of internal capacity-building initiatives that improve
technical and competency-based learning. Support the assessment of mission-wide learning
needs and assist in identifying and matching internal training resources and coordinating
tailored training sessions.
5. Working in close coordination with the programme management team, document gaps and
facilitate consistency in service provision across the eight programme locations; monitor service
provision and check if compliant with established programme and policy standards, bringing
issues to the attention of the supervisor in a timely manner.
6. In close coordination with Senior Programme Coordinator and Programme Support Unit,
provide technical inputs to support the development of project proposals in line with IOM’s
migrant assistance programming and overall country strategy.
7. Through regular engagement with thematic units within the programme, as well as field office
locations, facilitate the promotion of Accountability to Affected Populations (AAP) and
appropriate communications with communities.
8. Review, update and maintain the RCA programme’s operational guidelines and monitor their
implementation across the programme.
9. Draft segments of policy documents and guidance notes and help embed new initiatives and
practice among staff across Sub and Field Offices.
10. Liaise with data collection and management team and compile regular project updates to
assist the CoM and Senior Programme Coordinator in liaison with donors, government and
other stakeholders.
11. In close coordination with the Senior Programme Coordinator, provide information and
logistical support for partner coordination, including with the United Nations High Commissioner
for Refugees (UNHCR), other UN agencies, and local stakeholders in relation to refugee
protection, care and assistance.
12. In the event of refugee arrivals, participate in emergency response operations, and
undertake travel duties as necessary.
13. Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
Development, Migration Studies, International Relations, Public Policy, Management, Social
Sciences, or a related field from an accredited academic institution with two years of relevant
professional experience; or
Experience

monitoring and/or evaluation;

IOM’s official languages are English, French, and Spanish.

advantage.
