Purpose of consultancy
The proposed consultancy seeks to examine how COVID-19 has affected women and girls in Indonesia, as well as the nature of responses, solutions and promising approaches by governments and civil society organization to effectively mitigate the gender-related negative implications of the pandemic and suggest possible policy measures to ensure more gender-responsive pandemic plans and policies in future.
Background
Pandemics can have profound impacts on people, communities, and countries. All groups do not experience these impacts uniformly. COVID-19 has had a profound impact on women and girls, exposing structural inequalities across every sphere, from health to the economy, security to social protection. Hard-fought gains for the right of women and girls are also under threat.
Responding to the pandemic is not just about responding to the health crisis, but also about rectifying long-standing inequities and building a more resilient world in the interest of everyone, with women at the centre of recovery. To effectively prevent and mitigate the differential effects for various disadvantaged population groups, it is crucial to consider how differences in social characteristics, such as gender, influence the experience of differentials to pandemics as well as the success of pandemic control and recovery efforts.
There are gender imbalances in both the primary and secondary effects of pandemics. The differences in primary effects include disparities between, and among, women, men, and gender minorities in vulnerability to infection, exposure and health outcomes. Experience from previous outbreaks such as Ebola and SARS show that vulnerable groups, including women and gender minorities, were also disproportionately affected by the secondary effects.
WHO’s guidance on gender and COVID-19 recommends that countries should incorporate a focus on gender into their COVID-19 responses to ensure that public health policies and measures to curb the epidemic take account of gender and how it interacts with other areas of inequality.
Deliverables
Report (full and policy brief) synthesizing findings from desk review, KIIs and online consultations and containing policy recommendations to address key gender implications of the Covid-19 pandemic.
The work is expected to be completed between 1 October to 30 November 2022.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Bachelor’s degree in social science, Political Science, Law, International Relations, Gender Studies, Development or related fields
Desirable: Master’s degree in social science, Political Science, Law, International Relations, Gender Studies, Development or related fields
Experience
Essential:
Desirable: Prior experience of undertaking a similar project with a UN agency is an added advantage.
Skills/Knowledge:
Languages and level required (Basic/Intermediate/Advanced): Advanced level in English and Indonesian required
Location: Off site: Home-based, possibility of F2F meetings at WHO Indonesia if deemed useful and feasible
Travel: No travel necessary
Remuneration and budget (travel costs are excluded):
Monthly remuneration: IDR 59,410,000 - IDR 78,736,000.
