The Climate Finance Governance Consultant will work closely with FPA and other focal points for climate finance in Indonesia (i.e. GEF, AF, ICCTF, PT SMI, and BPDLH) as well as government entities with climate-related mandates to conduct a study on Indonesia’s climate finance governance landscape. S/he will conduct both one-on-one and multi-stakeholder consultations to ensure the study report provides relevant information and recommendations to kick-start a climate finance network integration process. To achieve this, the study is expected to at the very least provide the following outputs:
1. Identification of existing climate finance information systems in Indonesia managed by different ministries.
2. Identification of the managing/coordinating government entity/unit, down to the working/operational level (i.e., Echelon II/III or its equivalent), of the various climate financing sources which includes:
3. Analysis of international climate finance (public and private) position/role in relation to the existing climate finance information systems (e.g. SRN, AKSARA).
4. Identification and analysis of the process and procedures of government entities (e.g. MoEF, Bappenas) related to climate tracking and governance, this includes existing climate finance information systems as well as other processes related to monitoring, reporting, and verification.
The study is a collaboration between GGGI and the United Nations Development Programme (UNDP). The objectives of the study will be divided between two different assignments managed by the separate organizations. The scope of work of this assignment only covers objectives under GGGI, which comprises of the four outputs listed above. Although the outputs are divided between GGGI and UNDP, it is desirable for one consultant to be appointed to implement and collaborate with both organizations for the full task. Such a single consultant would still be expected to apply for the two separate vacancies.

Withholding tax on local purchase of goods and services
Payments of certain types of income paid to resident taxpayers are subject to withholding Art 23 at a rate of 15% (for dividend interest royalties) and 2% (rental of asset, other than land and building [which is subject to final tax Art4(2)] and services such as technical, management, consulting services, etc.
