Objective and Qualification

Oxfam in Indonesia seeks a consultant to conduct this Baseline Study for FAIR for ALL Project. The consultant has responsibility to:

• Develop an inception report, detailing the methodology, targeted key informants interviewed, tools to be developed, time frame for the Baseline Study and final budget
• Management overall study, including designing and carrying out the data collection, analysis as well as facilitate debriefing the project team and key stakeholders as necessary.
• Provide Baseline Study deliverable as described in Section E.

The consultant for Baseline should have excellent knowledge of monitoring and evaluation both in theory and practice and a good understanding on civic space as well as policy framework and partnership dynamic related on value chain context. The consultant should have the following requirements:

• At least Master’s degree in International Development Studies, Social Science, Public Policy or a related field.
• At least 10 years experiences in working with development sectoral programs.
• Demonstrated experience of producing high quality and credible evaluation or research (we require sample or summary of previous related work).
• Demonstrated experience with quantitative and qualitative research, especially using mix-methods approach.
• Ability to write concisely, analyze data and information precisely, and present key findings in a well-defined structure.
• Experience working with international institution, international NGOs, and local CSOs.
• Strong understanding of development and evaluation ethics and a commitment to ethical working practices.
• Ability to deal with hardship and remote area field work.
• Highly developed self-management and communication skills.
• Excellent language skills for writing and communication, both English and Indonesian.

Consultant shall never disclose any of Oxfam confidential information to anyone or use. Oxfam’s confidential information for its own purposes without Oxfam's prior written agreement provided. However, that confidential information may be disclosed to government authorities if the disclosure is required by law and Consultant has provided Oxfam notice and a reasonable opportunity to defend against such disclosure.

• relationship with any governmental entity

• A technical proposal explaining, their comprehension of the ToR, and how they would approach this assignment, the methodologies, and approach, including timeline to conduct overall evaluation assignment.
• Team composition, including the division of role and responsibilities with CV of all team members.
• Availability period.
• A financial proposal outlining their expected fees and other related costs for travel and all necessary activities. The financial proposal will be subject to tax according to national tax regulation.
• Samples of similar previous assignments.
• At least 2 referees who knowledgeable how the previous job experience has been conducted.
