The National Mid-Term Development Plan (RPJMN) 2020-2024 reflects the Government of Indonesia’s (GOI) strong commitment to achieving the SDGs while making a significant shift towards low-carbon economic transformation. Despite the many advances pre-COVID-19, a GOI study indicated that an estimated USD 4.7 trillion (tn) of funding is required to achieve the SDGs. To address the challenges in financing SDGs and to recover the economy post COVID-19, Indonesia seeks to increase investment in SDGs through innovative financing, which the country is actively pursuing with UNDP support. As the fourth most populous country in the world, and one of the fastest growing emerging markets, Indonesia harbors a huge potential for innovative finance, including blended finance, green finance and impact investment.
UNDP Indonesia has established an Innovative Financing Lab (IFL) in 2018 that operates as collaborative space for public and private partners and other interested stakeholders with the objective to develop solutions for financing the SDGs and leverage new resources flows for sustainable development. The Lab focuses on three different but interrelated workstreams, namely Islamic and Blended Finance, Green and Sustainable Finance, and Impact Investment. Under Impact Investment workstream, The Lab attempts to strengthen the ecosystem and enabling environment of impact investing through fostering impact enterprises, co-designs and tests new financing solutions to align investments with SDGs as well as measuring progress and evaluating impact.
The Joint Programme (JP) “ Accelerating SDGs Investments in Indonesia (ASSIST)” brings four UN agencies (UNDP, UNEP, UNICEF, and UNIDO) together to support the GoI to meet its SDG targets. This support will be delivered by (1) taking proven and new financing instruments to scale through the provision of pre- and post-transactions technical assistance for three financing instruments: thematic bonds, blended finance instrument, and SDG-linked loans, and (2) providing capacity building to relevant stakeholders (e.g. GoI, Local Governments (LGs), Financial Institutions, Small and Medium-sized Enterprises or SMEs) to improve institutional capacities to access and utilize finance towards the achievement of the SDGs.
The Project Management Unit (PMU) ASSIST is hosted in UNDP’s IFL and will be led by a National Project Manager (NPM), supported by a Chief Technical Expert and Technical Coordinators. To support the PMU ASSIST and IFL impact investment related workstreams. Under the overall guidance of NPM and supervision of the Technical Coordinator, Technical Assistant Impact Investing post is established to support the PMU, the Technical Assistant Impact Investing post is located primarily under Technical Coordinator Impact Fund. Technical Assistant of Impact Investing will support the PMU through improvement and implementation of system, tools and mechanisms for policy and strategy planning, reporting, monitoring, analysis and evaluation of Impact Investment and Impact Report. Under the supervision of Technical Coordinator Impact Fund, the incumbent will provide technical assistance services, ensuring high quality, accuracy and consistency of work in relation to Impact Investment and other activities related to the Joint Programme.
SCOPE OF WORK
1. Support the project team to ensure effective project planning, budgeting and implementation focusing on achievement of the following results:
Assists in the coordination of project planning and preparation work for, typically, a medium-size and complex component of the project initiatives, monitors status of project proposals and receipt of relevant documentation for review and approval.
Compiles, summarizes, and presents basic information/data on specific project and related topics or issues.
Reviews project documents especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
Implement project standard operating procedures in line with the government and UNDP’s regulations.
2. Support to the effective reporting on progress project implementation
Preparation of budget revisions, support to the preparation of annual and quarterly work plans as well as project board meetings, audit, operational and financial closure of a project.
Support to the preparation of quarterly project reports, in line with the monitoring and reporting guidelines and presents it to the project assurance team on a timely manner;
Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management
To provide administrative support for preparation of high quality and results oriented progress reports.
3. Provide Administrative Support to the project team focusing on achievement on the following results:
Assist in maintaining strategic partnerships with key development partners in government, private sector, civil society, and academia to garner the resources and support required for an effective portfolio.
Provision of general office assistance such as response to complex information requests and inquiries; reviews, logs and routes incoming correspondence; establishment of filling system and maintenance files/records; organization of meetings, workshops or other events and preparation of meeting minutes.
Drafts correspondence on budget-related issues, periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc
4. Support strategic partnership, communication and support to the implementation of resource mobilzation:
Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
In coordination with PMU communication focal points and UNDP’s Communication unit and other relevant counterpart communications department, support documentation of the project activities as a tool to communicate results, such as drafting press release, speeches, and providing logistic support to UNDP’s presence in external events; deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.
5. Support knowledge building and knowledge sharing focusing on achievement of the following results:
Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
Participation in the trainings for the operations/ projects staff.
Synthesis of lessons learned and best practices in project support management function.
Contributions to knowledge networks and communities of practice.
Effective contribution to learning and knowledge sharing in gender analysis and gender mainstreaming
Collection of background information to support prepare documents, including but not limited to reports, issue briefs, summaries, presentations, etc. to facilitate knowledge production in a solid manner.
Support Bahasa Indonesia/English translation of relevant documents.

RECRUITMENT QUALIFICATIONS
Academic Education:
Bachelor’s degree in Accounting, Finance, Business, Public Administration, Economics, development studies or other relevant fields of study
Experience:
Minimum 2 years of professional experience, preferably in the field of development
Required Skills:
Strong knowledge and experience in project management support are essential as well as ability to draft correspondence on budget-related issues, briefing notes, graphic and statistical summaries, accounting spreadsheets, etc.
Good inter-personal skills.
Full time availability for project management support duties is essential
Language:
Fluency in English and Bahasa Indonesia in both writing and speaking.
Additional Skills and Competencies:
Knowledge of and experience in supporting administration of innovative finance or development projects will be highly desirable.
Familiar with Government and UN/UNDP procedures would be desirable
Knowledge in any of these areas: impact investment, venture capital and SDGs is an advantage.
Up-to-date computer skills required, knowledge of spreadsheet and database packages
Experience in handling of web based management systems would be preferable.
