OFFICER

EXTERNAL ECONOMIC RELATIONS DIVISION

Background

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting

regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute

towards peace, progress and prosperity in the region. It was proclaimed a Community through the “Kuala

Lumpur Declaration on ASEAN 2025: Forging Ahead Together”, signed by the ASEAN Leaders during their

27th Summit in November 2015, calling the ASEAN Community to work towards building a community that

is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of ASEAN, with the basic function

of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation

of ASEAN projects and activities, and envisioned to be the nerve center of a strong and confident ASEAN

Community.

In alignment with the Kuala Lumpur Declaration on ASEAN 2025, and key aspirations of the three pillars;

ASEAN Political Security Community (APSC), ASEAN Economic Community (AEC) and ASEAN Socio-

Cultural Community (ASCC), supported by the Department of Community and Corporate Affairs (CCA),

the ASEAN Secretariat is inviting qualified Indonesian citizens or ASEAN Nationals who are currently

residing and recruited in Indonesia to apply for the position of External Economic Relations (EER)

Officer.



Duties and Responsibilities:

Reporting to the Assistant Director/Head and Senior Officer of External Economic Relations Division,

ASEAN Economic Community Department, the Officer shall largely be responsible to:

1. Policy support

  • Actively support and contribute to drafting policy papers, speeches, background notes, talking
points, and research papers, as requested.
  • Identify, research, and analyse matters related to international trade policies or ASEAN’s trade and
economic relations with other countries.
  • Monitor and provide timely updates on current and emerging trade issues as well as analyse broad
policy developments affecting trade policies in the region.
  • Provide support with specific requests for information and data on trade and other topics, as
assigned.

2. Negotiation and Meeting support

  • Provide technical and administrative support to relevant ASEAN Bodies in the ASEAN Economic
Community.
  • Support FTA negotiation processes among ASEAN Member States and Dialogue Partners by
providing research for policy papers that provide suggestions to advance negotiations.
  • Compile trade data (export and import) and other relevant information to assist in FTA negotiations.
  • Provide relevant documents for Meetings, such as agendas and/or report papers.
  • Assist in the rapporteuring works in Meetings, including drafting minutes of Meetings.
  • Coordinate the follow-up actions and decisions made in Meetings under your assigned portfolio.
  • Provide support as a general resource person for FTA negotiations and other assigned Meetings.
  • Arrange Meeting logistics.

3. Project management support

  • Provide administrative support with respect to implementation of programmes and projects funded
by Dialogue Partners.
  • Coordinate with project managers and provide inputs to the development of project Terms of
Reference (ToR), concept notes, background papers, reports, etc.
  • Monitor projects and report implementation issues to supervisor.
  • Prepare, compile, and maintain data/ records/ documentation of cooperation projects, including
assisting in the preparation of progress and completion report.

4. Outreach support

  • Assist and support in organising seminars/ workshops.
  • Assist in drafting relevant outreach materials including press releases, joint media statements, and
other similar content across various platforms.
  • Prepare, compile, and maintain data records and documentation of outreach activities.



5. Stakeholder engagement

  • Support stakeholder engagement by developing briefing materials, presentations, speeches,
talking points etc.
  • Assist in developing and updating cooperation work programmes with Dialogue Partners and other
similar documents.
  • Support the strengthening of partnerships with relevant ASEAN Member States and Dialogue
Partners by working collaboratively with internal and external parties.
  • Facilitate requests from ASEAN Member States and other stakeholders, as required.

Qualifications and Experience:

  • Bachelor degree in Economics, Management or an appropriate related field or discipline with strong

academic qualifications, having a minimum two (2) years of relevant work experience in technical

role. Candidates with Advanced degree in any of the above disciplines is preferred.

  • Demonstrated strong knowledge in trade policy, research, and technical skills in the relevant area

and ability to acquire them. Working knowledge of ASEAN economic relations, free trade

agreements, and the WTO would be an advantage.

  • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy

under pressure and adherence to deadlines.

  • Demonstrated project management experience covering the entire project lifecycle from project

initiation to project closure.

  • Demonstrated commitment to collaborative work practices.
  • Proven skills in problem solving in a complex organisational environment and in work planning.
  • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and

willingness to travel frequently on short notice.

  • Good command of English, written and spoken.
  • Competency in computer skills with adequate knowledge of Microsoft Office and Outlook.
  • Familiarity in working with datasets for statistical analysis using statistical software is preferred.

Remuneration and Benefits:

Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package

including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life

insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the

probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month

probationary period.
