Description
The National REDD+ Specialist will have a minimum of 10 years’ experience in climate change and REDD+ activities within the forestry sector and hold a Master’s degree in forestry, climate studies, natural resources management, environmental policy or another related area. Additionally, the specialist must have at least five years’ experience in community forestry, agroforestry, and ecosystem restoration, and possess a working proficiency with environmental and social safeguards requirements. The specialist must have a sound working knowledge of sub-national forest management processes in Indonesia, familiar with local and national institutions involved in climate change, and be proficient with donor agency standards including the World Bank, Asian Development Bank, and German Development Bank (KfW). He/she will have strong interpersonal and communication skills, be fluent in written and spoken English and be able to demonstrate the ability to write professional reports in Bahasa Indonesia and English. This is a project-based position based in Jakarta with travel to project sites.

Responsibilities:

  • Assume overall responsibility for project implementation, including supervision of project team operations, preparation of annual work plans, project team co-ordination, provision of necessary support for financial and administrative management, and timely deployment of consultants and guidance on project procedures.
  • Oversee and support the Greenhouse Gas (GHG) Data Series measurements as part of the REDD+ MRV in West Kalimantan Province.
  • Provide training for GHG measurements for community and private sector stakeholders.
  • Support relevant government agencies in effective implementation of all activities according to agreed-upon monitoring framework indicators.
  • Oversee community livelihood support activities including village infrastructure development, livelihood improvement, economic development programs, and capacity development programs.
  • Plan and conduct workshops and training on REDD+.
  • Advice on the design of the Social Forestry program and development of the Social Forestry Business Plan.
  • Provide advice on REDD+ safeguards, free prior and informed consent (FPIC) consultations, grievance redress mechanisms (GRM), benefit-sharing mechanisms, and implementation of REDD+ pilot activities.
  • Work closely with local government and civil society organizations (CSOs) working with masyarakat hukum adat communities.
  • Identify funding sources and conduct training to prepare proposals to extend the scope, area and/or time frame of existing projects.
  • Provide necessary inputs to national and provincial project teams in planning, preparation, and completion of sub-projects in accordance with forest management unit (FMU) plans.
  • Establish a project management system and adaptive management process to enable continuous improvements.
  • Establish a system for monitoring and evaluation, including approaches to update baseline data regularly.
  • Ensure timely submission of quarterly progress and project completion reports which include safeguards monitoring reporting and report of implementation of gender action plans.
  • Develop, review, and complete reports on semi-annual monitoring for environmental and social safeguards, project monitoring and evaluation, and REDD+ performance monitoring.
