Project Overview and Role:
Since 2000, the Foreign Commonwealth and Development Office (FCDO) of the UK Government has been providing support for the Government of Indonesia through the Ministry of Environment and Forestry (MOEF) to bolster forestry sector governance under the Multi-Stakeholders Forestry Program (MFP). It has completed the first phase (2000-2007), the second phase (2008-2013), and the third phase (2014-2018) of the program. Through an open procurement process, Palladium International Consortium -in partnership with Systemiq- was selected to manage the implementation of the Multi-Stakeholders Forestry Program Phase-4 (MFP4). The Directorate of Forest Product Processing and Marketing of the Directorate General of Sustainable Forest Management (DitJen PHL) of Ministry of Environment and Forestry (MOEF) was appointed the Executing Agency of MFP4 Program.
MFP4 Program has two main workstreams as follows:
A. The growth of sustainable and legal timber production: Ensuring the continuity of governance reform in Indonesian timber sector by means of national timber legality assurance system, i.e., the SVLK, which supports FLEGT license; and
B. The growth of community-based forest enterprise: Catalyzing community-based forest enterprise development to foster a more sustainable forest utilization, reduce forest degradation and deforestation, and increase the wealth of the community by strengthening forest governance at site level.
This program focuses on one of the workflow under Workstream B, i.e., improve enabling conditions that are required to maintain, accelerate, and replicate the inclusive community forest partnership.
Primary Duties and Responsibilities:
MFP4 program promotes market approach through Market Access Players as a strategy to drive the growth of community-based forest enterprise. Market approach focuses on the development of market for community forest products with the support from the Market Access Player, market actor with social and environmental objectives. Market Access Players refer to a business entity that bridges community forest enterprise to a wider market.
Market Access Players collaborates and shares role with the community, NGOs, and the government in its business value chain operation.
One of the milestones to achieve under Workstream B of MFP4 program is to develop a Market Information System to improve enabling conditions in market approach implementation through cooperation with the Market Access Players. Market Information System will be a platform to connect and bridge cooperation between Market Access Players (MAP) and forest enterprises that are managed by the community, namely the Social Forestry Enterprise Group (Kelompok Usaha Perhutanan Sosial/KUPS). Social Forestry is a term that refers to State Forest with special permit for legal management by the community. In the event that the community group that manages these forests run a business that sells forest products, the group will legally be established as a KUPS.
Target market/users of this Market Information System are:
1. Market Access Players (MAP), the buyer that may also take role in developing community enterprise group capacity.
2. Social Forestry Enterprise Group, community group that sells their products on this platform

Project implementation consultant must meet the specified requirements due to the nature of the work that requires specialized expertise in Information Technology. The requirements are:
a. Have relevant experience
Have experience in Information System development with similar features, which has been operating for a minimum of 6 months. Service provider is expected to demonstrate success rate of the implementation of the functioning Information System. Experience in developing Information System for Ministry/Institution clients will be an added value.
b. Certification
It will be an added value for the Service Provider to maintain certification for System Security, as indicated by ISO 27001:2013 certificate for Information System Security Management and ISO 9001:2015 certificate for Quality Management System.
Subcontractor will consists of:
1. Team Leader: 1 person, 3.5 months for the main work and 3 months stand-by in maintenance period
2. Market Research experts: 2 persons, 1.5 month for Market Research work
3. UI/UX Design experts: 2 persons, 2.5 month for the main work4. Information System Development expert: 2 persons, 3.5 months for the main work and 3 months stand-by in maintenance period
